Each licensed user is entitled to one FREE major version upgrade and all minor version upgrades for each licensed version.  For example, a user who purchased a license for Version 1.0 will receive Version 1.1, Version 1.2, Version 1.3, and so on along with Version 2.0, 2.1, 2.2, 2.3 and so on at no additional cost.
